Holding out until the decline… For the past year, consumer prices have continued to rise in France. Spectacular, the increase now reaches 6.1% over one year (Insee, July 2022) and weighs more and more heavily on the household budget. Only good news, the hardest is, perhaps, being overcome. “We are at the peak of inflation”, warned this weekend, Bruno Le Maire, in the newspaper South West. The Minister of the Economy anticipates a slowdown in inflation in 2023. But in the meantime, “it is now that we must help the French the most”, he explained to the regional daily.
Boosts have been discussed all summer… To match words with action, the government passed a “purchasing power law” and an amending budget for 2022 (published in the Official Journal on August 17 ) which include in particular a revaluation of pensions and housing allowances, an increase in social minima or even the abolition of the TV license fee. To further help the most modest households, the executive has chosen to pay exceptional solidarity aid (AES), which the media have renamed “back-to-school bonus”. Please note that this aid does not correspond to the back-to-school allowance (ARS) distributed each year to low-income families for the purchase of school supplies and clothes for their children.

The Borne government system is one-off and is specifically aimed at beneficiaries of housing aid and the ten or so social minima in force in France, such as the active solidarity income (RSA), the adult allowance (AAH) or minimum old age (Aspa), as well as scholarship students. In concrete terms, the aid amounts to 100 euros per household, plus 50 euros per child. A couple with two children will therefore receive 200 euros in back-to-school assistance. And this from September 15! These are “nearly 11 million households” which are concerned, according to the Minister of Solidarity, Jean-Christophe Combe. The premium will be paid automatically into household bank accounts, there is no procedure to take.
Important point: the beneficiaries of the activity bonus – who do not receive the social minima – will also receive a boost. An “exceptional payment is planned by the fall”, according to Minister Combe, but the amount is not yet known. A payment which will be added to the revaluation of 4% of the activity bonus, recorded in the law “purchasing power”.
